Restriction of expression in the film industry is in the form of censorship, which in the UK was set up in 1912 as the British Board of Film Censorship (BBFC) by the film industry as a self-regulatory body charging the film industry for the service. The local councils in the UK usually accepted these classifications. This is a view of the censorship laws and in particular the era of the ‘video nasty’ and how it slipped through the film censorship net. Looking back to the 1930’s, an early example of government censorship in entertainment was at the famous ‘Windmill’ theatre, which opened in London 1931 (Figure 1). In order to avoid closure, the newly appointed manger, Vivian Van Damm decided to incorporate nude females in the theatre performances. These were known as the ‘Windmill girls’ and were presented as ‘tableaux viviants’ (meaning living picture).. The ruling was that ‘if you move, it’s rude’ (Wik ipedia.) The performances evaded the censorship law in different ways; one was the fan dance, where the girls would dance nude while covering themselves with the fans but at the end of the performance would stand completely still and remove the fans. Another form of evasion was moving props while the girls stood motionless such as a still nude girl holding a spinning rope.. This idea of sidestepping censorship laws was something that would have a big influence on censorship of films in the future.
